Requirements
The official requirements
For applications submitted since 15 June 2023:
- French level
- CLB 5 or higher in French speaking and listening. Reading and writing are not assessed for this permit.
- Place of work
- In one of the 9 provinces or 3 territories, outside Quebec.
- Job
- All TEER categories (Canadian job classification), except primary agriculture jobs in TEER 4 and 5.
- What the employer does
- They submit the offer through the Employer Portal (exemption code C16), pay the compliance fee and give you a 7-digit offer of employment number.
- Your fees
- Work permit and biometrics, paid to the Government of Canada. Current amounts given in your quote.

Take TEF Canada or TCF Canada to show CLB 5 in speaking and listening.

Find an employer
Get a job offer from an employer based outside Quebec.

The employer submits the offer
They give you the offer of employment number.

You apply
Online work permit application, then biometrics in Yaoundé.
